Spring of 2019, the Clean Energy Transformation Act (CETA) was passed by the Washington State Legislature. In accordance with CETA, Cowlitz PUD will be updating our Clean Energy Implementation Plan (CEIP).

What is the CEIP

Every four years, Cowlitz PUD is tasked with creating a roadmap for how we will provide our customers with an electric supply free from greenhouse gas emissions by 2045. In 2021, we developed our first roadmap – the Clean Energy Implementation Plan (CEIP). Read the 2021 CEIP here.

This plan proposed the steps Cowlitz PUD needs to take to be greenhouse gas neutral by 2030 and have clean energy by 2045. The steps in the plan included energy efficiency, demand response, and renewable energy goals and the actions we needed to take to make sure all Cowlitz PUD customers benefit from the transition to clean electricity.

Cowlitz PUD’s next four-year roadmap is due January 1, 2026. This roadmap will describe how Cowlitz PUD will make sure the transition to clean electricity is equitable across the County and does not unintentionally harm highly impacted communities or vulnerable populations.

What are highly impacted communities and vulnerable populations?

A highly impacted community is a community residing in a geographic area identified by the Environmental Health Disparities map as having inequalities. These inequalities include social, medical, climate, and/or environmental factors that affect the health and wellbeing of the residents who live there.

Vulnerable populations are communities that experience uneven and increasing risks from job, food, and health care insecurities, high housing and transportation costs relative to income, language and cultural barriers, and health factors such as low birth weight and higher rates of hospitalization.

Public Process

To make sure the switch to clean electricity doesn’t unintentionally harm highly impacted communities and vulnerable populations, we want to hear from you. Your valuable thoughts and ideas can help guide the development of our four-year roadmap. Below are Cowlitz PUD’s outlined steps to our public process.

You are invited to participate in multiple ways:

The community survey seeks your opinion on a variety of topics such as climate change, challenges your community faces today, important values when planning for clean electricity in our community, and how we can help you (and others) participate in clean energy programs.

Your answers are anonymous and only used to help us develop our 2025 four-year roadmap. The survey should take about five minutes to complete. Your input is valuable to us, and Cowlitz PUD wants your opinion to help us shape our energy future. In addition to our community survey, we will be scheduling opportunities for the public, service providers, and community organizations to participate in workshops and/or focus groups. These events will be structured to allow participants to share their expertise and knowledge.
